The highest body of the Federation. It is held periodically and determines the main directions for development, adopts statutory changes, elects the leadership, and makes strategic decisions on behalf of all members.

A collective body between two congresses. It consists of representatives of the trade union organizations and is responsible for implementing the decisions of the Congress, as well as for defining current priorities and policies.
